Manufacturers and importers of water meters, thermal energy meters, cooling meters, gas meters and other regulated measuring instruments must be able to document that their meters comply with applicable rules and standards before they can be used for billing. Type testing and type approval are therefore important steps when a measuring instrument must be approved for distribution in markets that recognise MID, the EU Measuring Instruments Directive, and documented as, for example, a MID-approved meter.

Technical basis for approval and certification

If the documentation is incomplete or the meter has not been type-approved in accordance with the relevant requirements, the product cannot be used for regulated billing, and bringing it to market may become difficult. Meters cannot be placed on the market without approval 
Without completed type testing and approval under the Measuring Instruments Directive, meters cannot be produced, imported or sold for billing, directly blocking commercial use.
